Change: Special and Artifact Costumes
Item Mall Costumes having Costume Grade Specialand
Artifactare now one-time sellable items. They can only be
sold through the open market. They can be transferred to another character
on the same account through the Account Vault even if they have been sold
once and are no longer sellable.
The Soulbound Remover item still works for Special and Artifact Costume
Grade Costume but it does not remove the sell restriction
if they already have been sold once.

soulbound on equip
